SPECIAL WORK SESSION MINUTES
TOWN COUNCIL MONDAY, APRIL 27, 2009
COUNCIL CHAMBERS TIME: 7:00 P.M.
1. Call Meeting to Order
Mayor Prague called the meeting to order at 7:03 p.m.
2. Roll Call

Councillor Kathryn Hale
Councillor Edward Havens
Councillor Lisa Maneeley
Councillor Kevin McCann
Councillor John Pelkey
Councillor Keith Yagaloff (arrived at 7:04)
Also Present: Matthew Galligan, Town Manager
3. Public Participation
Ms. Diane Behler came before the Town Council to introduce herself and explained that she would be replacing Dr. Jack Chinsky on the Board of Education.
4. Communications
Councillor Hale informed the Town Council and the public that she has discussed the swine flu with the Town Manager and staff and it is her understanding that the Town is in contact with the appropriate authorities and are being kept up to date regarding this issue. Councillor Hale stated that Dr. Schwartz will be coming in later to update the Council and the public regarding this issue.
Councillor Hale then stated that she feels this would be an appropriate time for the Town Council to reconsider signing up for a Reverse 911 system. There have been issues that the residents of South Windsor should have been aware of and the system would help to communicate with residents.
Mayor Prague said he would be asking the Board of Education if their system (School Messenger) is available for the town to use.
Councillor Maneeley added that these systems have the ability to talk to answering machines.

7. Executive Session
At 7:10 Councillor Maneeley made a motion to go into Executive Session to discuss the Purchase and Sale Agreement for the Connecticut Studios project; and certain waivers on tax liens. Deputy Mayor Bazzano seconded the motion; and it was approved, unanimously
The following individuals went into Executive Session: Mayor Prague, Deputy Mayor Bazzano, Councillor Hale, Councillor Havens, Councillor Maneeley, Councillor McCann, Councillor Oates, Councillor Pelkey, Councillor Yagaloff, Town Manager Galligan, and Principals of Connecticut Studios (Mr. Anthony DelVicario, Ralph Palumbo, Hal Katersky, Brendan Smith, and Frank McMahon)
At 9:00 p.m. Councillor Pelkey made a motion to adjourn the Executive Session. Councillor Hale seconded the motion; and it was approved, unanimously.
8. Adjournment
At 9:04 p.m. Councillor Pelkey made a motion to adjourn the Work Session. Councillor McCann seconded the motion; and it was approved, unanimously.
